Subrecipient Monitoring Toolkit

Ready-to-use templates and procedures to assess subrecipient risk, document oversight, and meet federal compliance expectations.

Subrecipient Monitoring Toolkit

Compliance tools made simple.

What It Is

Subrecipient monitoring is one of the most important – and most complex – responsibilities for any recipient of federal funds. Our toolkit gives you the structure, templates, and guidance to build a strong monitoring program that meets federal requirements without overburdening your staff.

The toolkit is designed for recipients who pass through federal funds to other organizations (subrecipients), as defined under 2 CFR 200.331–333. It supports you in fulfilling your duty to evaluate risk, establish expectations, monitor performance, and ensure accountability.

Why It Matters

The risk of noncompliance grows when subrecipient oversight is weak. Many audit findings and repayment demands are linked to poor documentation, inconsistent follow-up, or unclear roles.

The OMB Uniform Guidance expects pass-through entities to:

  • Evaluate each subrecipient’s risk of noncompliance

  • Establish monitoring procedures tailored to that risk

  • Issue clear subaward terms and conditions

  • Provide technical assistance and follow-up

If you don’t have a monitoring program in place, or it’s incomplete, you’re at risk. That’s where our toolkit comes in.

How We Help

At DC Smith Advisory, we understand that subrecipient oversight isn’t just about compliance – it’s about building partnerships that work. We’ve worked with municipalities, nonprofits, and regional agencies overseeing diverse federal programs like:

  • Brownfields (EPA)

  • Transit and infrastructure programs (DOT)

  • Community Development programs (HUD)

  • Urban and Community Forestry programs (USDA)

  • Hazard mitigation and climate resilience (FEMA)

We help our clients implement right-sized monitoring processes that reflect the level of funding, risk, and complexity of each subrecipient. Whether you’re managing two partners or twenty, our tools scale with you.

What’s Inside the Toolkit

  • Subrecipient Pre-Award Risk Assessment Template

  • Corrective Action Worksheet

  • Performance Matrix

  • Subaward Agreement Template

  • Monitoring Report Template

  • Site Visit Planning Guide

Each template is fully customizable and aligned with 2 CFR 200.332, the OMB Compliance Supplement, and your specific program requirements.

Takeaway

Subrecipient monitoring doesn’t have to be a guessing game. Our toolkit empowers your team to build a monitoring program that’s efficient, compliant, and ready for audit. With clear templates and hands-on guidance, you’ll feel confident in your oversight — and your partners will feel supported, not scrutinized.
